MoU - Belgian Hydrogen Council

As Belgian Hydrogen Council, it is important to team up with similar organisations in other countries.

We collaborate with our neighbouring countries to strengthen our joint position within Europe and also link with national organisations in future hydrogen export countries.

We have officialised these collaborations in different MoU’s.

MoU BHC-NL Hydrogen-Nationale Wasserstoffrat

The Belgian Hydrogen Council (BHC), NLHydrogen (NLH), and the German National Hydrogen Council (Nationaler Wasserstoffrat, NWR) have officially signed a Memorandum of Understanding (MOU) on May 13, 2024, solidifying their commitment to joint initiatives aimed at advancing the hydrogen economy within the North-West region of Europe.

The MOU builds upon the longstanding history of cooperation and mutual support among Belgium, the Netherlands, and Germany. It seeks to establish a platform for collaboration among industry, government, universities, research institutes, and civil society to promote innovation and sustainability in the hydrogen sector.

Key objectives of the MOU include facilitating collaborative publications, promoting the widespread adoption of hydrogen technologies, and supporting the integration of hydrogen into the renewable energy landscape in alignment with European policies such as RED II/III (Renewable Energy Directive II/III).

The three parties believe that this collaboration will yield broad market benefits by promoting joint initiatives in market and technology development, as well as policy, the regulatory framework and stakeholder communication.

Seamless cross-border cooperation between Belgium, the Netherlands, and Germany will be prioritized to maximize the impact of hydrogen initiatives on a regional scale.

The MOU outlines several key activities to be implemented within the framework of this cooperation, including information exchange, joint meetings and workshops, collaboration in events, and unified communication and promotion of outcomes.

The signing of this MOU marks a significant step forward in the collaborative efforts of the Belgian, Dutch and German industry, universities, research institutes, and civil society to drive innovation and foster the widespread adoption of hydrogen technologies in Europe. It also sends a strong signal to the respective governments and the new European Parliament that collaboration between neighboring Member States will be key to strengthening our hydrogen market for the future.

MoU BHC-France Hydrogène

On the occasion of the state visit to France of the King and the Queen of the Belgians on Tuesday 15 October 2025, the Belgian Hydrogen Council and France Hydrogène signed a memorandum of Understanding.

By this MoU, both parties agree to jointly promote French-Belgium hydrogen business cooperation by listing and presenting current business cooperation projects between French and Belgium companies, finding common points and differences between the French and Belgium hydrogen industry to identify potential area of cooperation along the value chain between French and Belgium businesses and producing a detailed overview of the French and Belgium hydrogen industry along the value chain.

The parties will also share relevant information on topics of mutual interest and best practices in the public domain such as : international trade development, hydrogen production, export and import projects, value chain business models, transport, and storage infrastructure planification and financing, national and European hydrogen strategies and regulations and its implementation (REDIII, AFIR, …)

In respect of the above and as needed, the parties foresee to organize webinars and workshops together to discuss status, advancements, challenges, and opportunities in the hydrogen sector and to jointly communicate/promote the results and achievements obtained through this cooperation. Both parties undertake to participate and collaborate in mutually beneficial events (BHC congress/Hyvolution) and other relevant events in the hydrogen field.

MoU BHC-Hydrom Oman

On December 4, 2024, The Belgian Hydrogen Council (BHC) and Hydrom Oman SPC have signed a Memorandum of Understanding (MoU) to advance cooperation in the development and deployment of green hydrogen projects. This partnership aims to foster collaboration between Belgium and Oman, two nations at the forefront of the global hydrogen economy, by facilitating joint research, industrial partnerships, and the establishment of a robust regulatory framework to support hydrogen import and distribution

The MoU builds on previous agreements, including the historic HYPORT Duqm project, and highlights the strategic importance of Belgium as a gateway for green hydrogen into the European Union. Oman’s abundant renewable energy resources and vast infrastructure potential align with Belgium’s need for sustainable hydrogen solutions, making this partnership a critical milestone in the global energy transition.

Under the MoU, BHC and Hydrom Oman will collaborate on a range of initiatives, including:

Joint analysis of hydrogen value chains, from production in Oman to import and distribution in Belgium.
Development of shipping and terminal infrastructure to facilitate hydrogen transport.
Policy alignment and addressing regulatory challenges to streamline hydrogen trade between the two countries.
Knowledge-sharing and capacity-building programs to enhance technical expertise and public awareness of hydrogen technologies.
